SUMMARY
Panels should have an option to always float.
Panels are currently not shown as floating when windows touch them.
(Alternative: The floating option always shows panels as floating, regardless
of whether windows are touching them.)
STEPS TO REPRODUCE
1. Add a panel.
2. Enable the floating option for the panel.
3. Maximize an arbitrary window.
OBSERVED RESULT
The panel is no longer floating.
EXPECTED RESULT
The panel should always float.
