SUMMARY
When a panel is attached to a border of a monitor with other monitor after it,
PlasmaShell won't start at the next restart of the system.

STEPS TO REPRODUCE
1. Have monitor 1 at the left of the virtual desktop and monitor 2 at the
right.
2. Move a panel to the right side of monitor 1.
3. Restart.

OBSERVED RESULT
After login, plasmashell have problems to start. Sometimes the panel and
background image are there, but don't respond to mouse events, sometimes only a
black screen with the mouse is shown.

EXPECTED RESULT
Plasmashell starts and the panel is working, as well as other Plasma
components.
