I can't drag if it's: 1) Not zoomed in (default 100% view) 2) When zoomed out Sometimes it's needed to navigate even non-zoomed or zoomed out project monitor to work with some effects (mostly it's transform), when the effect keyframes are out of border. But anyway at it's current state it's much better. I will add later more feature requests.
