SUMMARY
Quicklaunch icons can no longer be rearranged by drag-and-drop.
STEPS TO REPRODUCE
1. Add "Quicklaunch" widget to a Plasma toolbar.
2. Add icons to the created Quicklaunch section.
3. Try to rearrange the icons by using drag-and-drop.
OBSERVED RESULT
Icons stay immobilized and stay fixed in position during drag-and-drop.
EXPECTED RESULT
Icons should follow the cursor in a drag-and-drop fashion.

ADDITIONAL INFORMATION
This appears to be a KDE 6.1 regression. I do not remember encountering it with
KDE 6.0
