SUMMARY
xdg-open must be a minimum version of 1.2.0 to include plama 6 support

Neon (24.04) does not contain an up to date version and uses Ubuntu Noble's
1.1.3
This causes many things to fail (eg: failure to open directories with xdg-open)
STEPS TO REPRODUCE
1. Run plasma neon
2. xdg-open anything
3. observe failures

xdg-open fails
