Add the option to open applications via the mouse scroll wheel in the Task
Manager.
The options for opening via scroll wheel are:
None
Up and down
Up only
Down only
A debounce delay is necessary, because some applications (I have only witnessed
this with mumble), will open multiple instances when scrolling too fast.
I have the code ready for this, just waiting for this merge request:
