Turns out this is indeed caused by Remote Desktop. It seems it turns itself on automatically at restart, and does not respect being turned off. If I turn off Remote Desktop the portal dialog immediately disappear. But as it is turned on again by next restart the dialog pops up again. If the dialogue is an intended behavior when Remote Desktop is on I would strongly suggest we add some more descriptive text to it.
