I have the same problem, and since this is 7 months now and nobody of the
developers seem to care, I would like to debug it. Can anyone of the developers
point me to the specific code responsible for this and how to turn on debug
tracing? (Running Gentoo here, so altering the code is super-easy, barely an
inconvenience.)

It happens for me after hibernation and probably sleep, but obviously “thanks”
to KDE’s microsoft-systemd-hard-depends (specifically logind), using sleep from
KDE breaks my system right now (while echoing 'mem' to /sys/power/state works
just fine), so I have to try with hibernation.

I would like to try a fake-hibernate, where everything but the actual
hibernation happens, and then step through the exact steps powerdevil takes.
This should let me check every step for correctness manually, and replace bits
of code until it works.

I don’t know if it’s funny or sad though, that even nowadays, Plasma 6 is about
the level of “quality” that KDE 4.0 was. Everything is broken. Has KDE some
kind of financial trouble? Or wasting too much time on dead ends (microsofty
wayland)? (I’m writing a completely different non-desktopy graphical Linux
shell, so I don’t care about any programming paralympics holy wars.)
