1. RMB on "input method" system tray icon.
2. Click "Configure Virtual Keyboards..."

OBSERVED RESULT
"Configure Virtual Keyboards..." opens initial page of System Settings.
EXPECTED RESULT
"Configure Virtual Keyboards..." opens the KCM page where virtual keyboards can
be configured.
