It looks like this was implemented. I tested with Dolphin 24.08.3. With the
original use case I can do this:
Open up Dolphin
Navigate to a Photos folder
Click the Split View button (if its not configured to open in split view)
In the right hand pane I can choose any other folder. The left pane still is
open to the Photos folder
Feel free to reopen this request if you don't see the same thing in Dolphin
24.08.3 or later.
