panel too small

Basically, when I first login my application panel on the bottom of my screen
only displays a small fraction of what it should be. I can fix it by
right-clicking the desktop and “Enter edit mode”, then it displays the full bar
and if I exit the edit mode (which, BTW says “Enter edit mode” even tho I am in
it) all is well until next reboot.
In the opensuse forum (link) this JBinFla has also put two illustrations. I
will attach them. It is exactly the same on my machine.
