SUMMARY
Right after changing the wallpaper (either manually or, more importantly, by
the slideshow wallpaper option), all windows on the screen freeze for a split
second and a fade effect takes place.
This makes the "slideshow" wallpaper option nearly useless.

STEPS TO REPRODUCE
1. Start a game or a video that changes often
2. Change your wallpaper
OBSERVED RESULT
After finishing wallpaper's fade animation, all windows freeze for a split
second
EXPECTED RESULT
Windows don't react at all to the wallpaper change.

ADDITIONAL INFORMATION
- This only happens with KWin compositing enabled.
- This was an issue that is happening again after complete system reinstall.
- This is especially noticeable when playing games, and before pinpointing the
bug I resorted to just disabling KWin.
- If I recall correctly this was an issue also in Plasma 5.
- I am not sure if I have chosen the right component in the report, I'm very
sorry for any trouble
