Sure it does. The problem is that your KDEDIRS is set to something.
Though I'd recommend instead:
$ kde-config --expandvars --install exe
/usr/local/kde3-r512077/bin
This one doesn't have the problem of KDEDIRS or KDEHOME interfering.
