Set PKG_CONFIG_PATH:

$ echo $PKG_CONFIG_PATH
/home/tjmaciei/troll/qt-4.1-build/lib

But, yeah, it shouldn't be the only one. Some systems may not have 
pkg-config at all.

What if pkg-config is found but pkg-config can't find Qt4?
