Perhaps the real question to answer is if nepomuk in it's current incarnation belongs into runtime.
That's why i would ask sebastian to tell us what is provided by the files/programs in KDE/kdelibs/nepomuk KDE/kdebase/runtime/nepomuk Afterwards we could decide where each functionality belongs. For example: Is the strigi indexing server part of runtime? If yes i think that belongs to workspace. If not a user could have two file indexing servers running just because he started one kde app in his gnome/xyz session. The ontologies could possibly go to kdelibs. @Sebastian: I will help with any resulting work that has to be done. That's the least i can do after i put the spotlight here :( .
