Yes, but as far as the KDE project is concerned cmake and Ruby are only used in kdebindings/ruby, and I think we should switch to the standard script that is provided with cmake 2.8. I see no reason to carry on using a KDE-specific version. If there is something the KDE one does that is missing from the standard cmake one, then maybe that functionality can be added.
