I just pushed a new documentation system to ECM. It's modelled very closely on CMake's, which should make upstreaming things easier.
Building the docs just requires Sphinx to be installed (http://sphinx-doc.org/). It will generate HTML docs and man pages. I'm going to talk to Allen Winter about getting it on api.kde.org.
