The release policy and rationale is shown at KDE Techbase (http://techbase.kde.org/Schedules).

I understand that you feel frustrated, but it simply isn't practical for all of KDE to wait for every part of KDE to be perfect - it would never be released. Instead, the parts that are considered OK are released, and parts that are not OK are not released. I think this is the only sane way forward. > KDE project as it self is in an major crisis! > You are turning friends to foe ! > This polcy which is here going on is destructive! These statements are not friendly, and are not constructive. Please refrain from repeating them, and similar things. We all want to get every bug fixed, and to release every nice new feature in every application, but there are simply not enough developers to do so. Most people work in their spare time, and statements that suggest that there work is not appreciated isn't really helping to motivate those people. I guess you feel strongly about KDE, so please provide encouragement and support. Please look at http://techbase.kde.org for ways you can participate and help with making KDE Software Compilation great to use, and KDE a nice place to work and play. Thanks.
