This is not how GSOC works. Rather, you can start working *now* on it and 
showing that you are proficient enough *and* able to work with the tools and 
community.

Then eventually you'll have to write an official proposal for the GSOC slot.

Eventually the mentors decide whom choose, depending largely also on how many
