As a starting point you probably want to read the KDE Manifesto[1] and see if 
you agree with everything stated over there.

Yes, if you agree with the manifesto and want to make Kronometer part of KDE, 
then you can get an account.

Once that happens, you'll need to file a system admin request on bugs.kde.org 
and ask for a repository to be setup.
