With my Debian packager hat on : we don't allow network access during builds on
official builders so we will drop the documentation unless there's a supported
way to have an offline equivalent.
You don't need to literally download it, you just need the sources from
https://download.kde.org/stable/kde-qdoc-common/ available in your build
environment. How you get that there is up to you
