This has now been fixed.

The cause of this was NetCDF, which was forcibly bundling everything from
the dependency folder it used during build into it's own installation
directory.
Craft supplies it's general install prefix as the dependency folder - so
that means everything Craft built up to that point got dragged in. That
included all of Qt, Frameworks, and of course ZXing.

I have reset the cached version of NetCDF and rebuilt the Craft cache as
well as Windows CI image which has cleared the issue for now.
A more permanent fix is required though.
