That's the ARC policy for C++ libraries, though it was set in 2002, before the
open sourcing of Solaris.   Whether it makes sense to require a closed-source,
yet free, compiler to compile open source binaries (or if that's even allowed
by GPL), is something that could be suggested as a reason to change it, but 
for now, those are the rules.
