If you define "having a meaning" as "there's an entry in my dictionary" 
every known word will have a meaning and thus be not a function word. 
However, some words have more a function in grammar than a meaning - the 
limit is fuzzy. Anyway, the documentation just mentions this because 
documentation is expected to be complete. Actually the number of added 
"function words" is about 5 or so, compared to 20,000 other words.
