I think the second URL you post is largely auto generated, and the first is a summary of the second, but I am not entirely sure. In any case, we would welcome any additions to the manual that is distributed with kdevelop (which is the version on the first URL) For content review, I suggest the kdevelop team (they have their own mailing list: http://barney.cs.uni-potsdam.de/mailman/listinfo/kdevelop-devel ) and I would first check there that there is nobody else working on the doc (I expect not) For markup/grammar/proofreading, you can send patches here to this list, and we can commit updates for you if you wish if you don't have a CVS account. Even if you do have a CVS account, I suggest running the first few pages by us until you learn your way around the KDE style of DocBook markup.
