In order for that link to work you need to meet two conditions: 1) Use Konqueror to view that webpage 2) Have KTTSD installed If you meet those two conditions then that link will work. That link refers to locally installed documentation. If you use Firefox or something other than Konqueror, it will not allow you to connect to local documentation for security purposes. Maybe it is possible however to include a second link in that document for http://docs.kde.org/development/en/kdeaccessibility/kttsd/index.html This would be up to the main documentation people to decide on, as I am not 100% sure how they would go about something like this.
