In SUSE 11.1 (which has KDE 4.1.3), the KDE SystemSettings dialog has a 'Desktop' section, and the first sub-section is 'Desktop Effects' .
Clicking Help in the Desktop Effects dialog results in an error saying there is no such help page. The same thing happens if you navigate to the Desktop Effects help in the KDE Help Center.
