Disable Help button to stop bothering our users with error msg "documentation
not found" in khelpcenter
and rm X-DocPath from desktop file to exlude it from khelpcenter navigation tree
This KCM has only one checkbox ("Show Informational Tips") in the GUI and does
not have a docbook
Explanation what "Show Informational Tips" are should be given in the GUI.
