Custom decorations unavailable

System Settings > Workspace Appearance > Window Decorations > Get New 
Decorations > System Settings Add-On Installer... Stays in 
"Initializing" - Doesn't find the decorations resource.

Doesn't seem to be the OS, the same control for "Icons" and "Colors" 
seems to work fine. The system is otherwise nominal.
Is the resource not available?
