Because it's a support tool you use for accomplishing some other task, not something you use for its own functionality independent ofwhatever else you're doing. It's a utility in the same way Spectacle is a utility. Please re-add the `X-KDE-More;` bit as that's unrelated to this change. If we really need to do that, let's do it in a separate patch.
