That website was unfortunately retired: https://mail.kde.org/pipermail/kde-community/2023q1/007536.html and that content was lost. You can take a look at a snapshot on archive.org: https://web.archive.org/web/20210322125130/https://edu.kde.org/kturtle/translator.php and the content (rewritten maybe) should be probably saved here: https://techbase.kde.org/Projects/Edu/KTurtle/Translators or somewhere else (like developer.kde.org).
