One straightforward way is to move .kde out of the way, say to .kde.old, but that also takes a bunch of data (calendar, addresses, mail aliases) with it. Other than that, I don't really know what you would mean with "reinitialize" except "magically guess what is user data that needs to be preserved and what is configuration stuff that can be updated".
