I have the same problem recording with Audacity. Playback is fine, but not 
recording, though there is a workaround for Audacity - you put artsdsp in 
front of the command to start it. You might find that works for Skype too.

The only problem with Audacity is that running it that way stuffs up the user 
interface, so have two entries in my Kmenu - one to record and one to edit. I 
sent a bug report to the audacity people but it doesn't look like fixing it 
is on their priority list.

I'm hoping that that KDE4's new sound system might negate the need for this 
sort of thing to be fixed anyway, but I'm not counting on it.
