Looks like part of it is in System Settings | Plasma Workspace | Workspace Type - Change from Desktop to Netbook. However, I did that and my desktop went poof so not sure that that is the complete story. I've needed to upgrade the NVIDIA drivers to keep KDE stable quite a bit.
