Hello As it is now, kdelibs uses (depends on) hspell to do hebrew spellchecking. To spellcheck any other language, it uses (depends on) enchant, which is an interface to the many spellchecking engines available, including hspell. Therefore I think we might try to remove the unconditional dependency of kdelibs to hspell in favor of the optional (as enchant allows to chose the supported engines) enchant "way".
Also, CJK translation ports of KDE are currently ``standalone''. However, her/him who installs any of these will likely want to read documents encoded with the codepages usually used in those regions, so I would recommend either introducing an (optional) dependency of the corresponding kde-l10n ports to the qt4-codecs-* ports, or issuing a pkg-message mentioning their requirement for BIG5/SJIS/... usage (kde-l10n is UTF8, so it is supported without them).
