Yes, that is an issue that has persisted, probably since the KDE4 days already. 

You only can chose the time zone for your user in the applet, however, you are
not able to change the system time -- which obviously requires root
permissions, but for which the handler is not working. 

You can use the system daemons ntp/ntpdate to synchronize time, and use and
link   /etc/localtime to your time zone.
