QA:
- poudriere testport: 12.4-amd64, 12.4-i386, 13.2-amd64
- builds and runs on 13.2-RELEASE

QA limitations:
- not able to test 13.2-arm64.aarch64 because lang/rust fails to build
with qemu-user-static (ref. lang/rust/Makefile:146)
