You shouldn't even need the 'min revision' bit. svn2git works like this: For every SVN revision, it goes through the rules from top to bottom until it find a rule that matches. Then it implements the commands for that rule and moves on to the next revision. If it doesn't find a rule to handle a revision, it stops with an error.
