I appreciate the help Ralf. Downloaded kdewin installer 0.9.3-1. Cleared the installation subdirectory (C:\KDE4 in my case) and ran the installer again. After finishing the installation, trying to run any KDE application still brings up the same error message foo.dll was not found. A look at the manifest directory shows that no new dependency has been installed. Frankly, I have no idea why kdewin installer is not installing the dependecies. Is there any other log file that might shed some light on this?
