Opened the first pdf at hand and checked - all icons are fine. Checked the package itself - all needed pics are there - KDEROOT/share/apps/okular/pics. It's not packaging issue, for sure. Note that all previous and even self compiled okular from trunk hod no such bug. It's something with your system, installation or something similar.
