Since none of KDE software does any changes into Windows registry you may simply Shift+Del the installation folder (e.g. C:\Program files\KDE) and it's done. If system refuses to delete the folder kill all the KDE-related processes in task manager. And that's it. If you'll have more issues -you're welcome to ask here or on KDE for Windows forums :)
