Can you open a bug report on bugs.kde.org for that and attach the document? It works over here, there might be other problems though: - Do you have other (opensource-)programs in your PATH? Will the behaviour change if you put the bin subfolder of your KDE installation (e.g. C:\Program Files\KDE-4.7.0\bin) as the first item in your PATH variable? - Which packages did you install (e.g. only okular)? Please answer those questions in the bug report.
