The admins are working to fix this issue. Until it is done a workaround is 1. download the installer from http://sourceforge.net/projects/kde-windows/files/installer/kdewin-installer-gui-0.9.9-8.exe/download 2. create a download directory and add a file named 'mirrors-remote.lst' with the following content: http de http://ftp5.gwdg.de/pub/linux/kde 3. Start installer, unselect 'skip settings checkbox' if visible, set the directory created in 2. as download directory.
