I'm not really sure what the current state of Kontact integration is in 4.10.2 there was an incompatibility between the libraries built by KDE-Windows and GPG4Win last time I've tried Kontact on Windows (But I can't remember if this only affected S/MIME support). What you need is at least to have Gpg4Win ( http://gpg4win.org/ ) installed, which provides the GnuPG stack that is required. If it works then after installing Gpg4Win launching Kleopatra (from your KDE-Windows directory, not from the Gpg4Win directory) should show no self-test errors.
