The system config cache is not a config storage system.
It improves startup speed by creating a mmap-able cache of system
configuration items. Not really needed on Windows where it is unlikely

there are system configuration files.
Well, you need it to load plugins with KServiceTypeTrader -- without a
sycoca cache, that won't work as far as I know. If there's a way to make
KServiceTypeTrader bypass sycoca and scan the desktop files directly, that
would be awesome, of course.
did you check whether this situation regarding ksycoca changed with KF5 ?
Last time I checked -- which was around October/November it was fine. We
could just load the plugins from a specified directory (this was for the
Jolla port, actually).
I haven't managed to keep abreast with newer developments, though.
