If you noticed, that's a link for a Linux install. It doesn't appear
there is a Windows version. However, looking at that link, it appears
to be an appstream install, and I have no idea how hard/easy it might be
to get that to work under Windows. Hopefully someone from the
KolourPaint team will see this and shed some light.

I guess it does not help Oleg but the version of KolourPaint from my KDE
for Windows installation for x86-32 from 2010 to 2013 seems to still
work on Windows 10 for x86-64. This is KolourPaint version 4.10.2
apparently built on 2013‑05‑10.
