It well might not. Experienced users usually keep /home on a separate filesystem to avoid possibility of data loss at OS installation and upgrade times. If this applies to you, it's somewhat unlikely a fresh OS installation will solve your problem, as it sounds like you have a configuration data corruption problem. As at least one other has already suggested, you should create a new login/user to see if it has the same problem before assuming a fresh installation might solve anything.
