Do you happen to use Debian? Because there is a bug in Debian package (probably a honest mistake) that causes exact issue that you are describing, that is Dolphin does not show "extract here" for ZIP files. See https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=746730 for details and fix that you can apply on your system.
