Another nasty regression? Extract frame (to project) doesn't remember working dir anymore?

Anyone else seeing this potential new regression in extract frame (to 
project)? The dialog doesn't remember the previously set directory 
anymore and falls back to $HOME, which is a terrible thing when working 
with projects.

Could this be a regression introduced by the recent work on Windows, 
where path manipulation had to be modified??
