I can confirm this bug on Kubuntu feisty (7.04) using KDE 3.5.8 and KMail 1.9.7.
Using a filter to move a message to an IMAP folder does not work while
modifying that same filter to move to a local folder works perfectly.
The message disappears for a short while but then pops back into the message
list.
